This is one of Hallie's movies. It's based on the exploits of NY's first state lottery winner, Frank Pesce, in Manhattan and Queens in the sixties and seventies. It's a decent enough film with some good work by star Anthony LaPaglia as Pesce and Danny Aiello as his father. Lainie Kazan is fun as Pesce's mom. My problems with it are LaPaglia at 30 is never once believable as the teenage Pesce and the score by William Olvis is sappy. The first half of the movie is largely episodic - some parts of which are quite funny - but it's in the second half, focusing on the lottery, that the movie is at its best.
